After seeing this come up many times, I asked a friend that works with hawks. He told me to tell folks to get online and contact the state club. People are people, but most won't charge you anything or just ask that you cover gas (and lodging if applicable). These folks are LEGALLY allowed to trap and relocate, in fact they may be looking for their next bird and be thrilled to not have to beat the bushes to find one. If you raise quail, give them some quailsicles (whole, no need to process). You may even pick up a customer. My buddy has done a bunch of relocations for a semi local quail farm. The hawks would hit the netting and then get bound to it. Needless to say the farmer lost a bunch of birds every time just from the panic.
You CAN also get a permit to destroy a nuisance bird, but it is a PIA and a half and the bird dies...
There are SOME birds that can't be touched even by the guys with permits, such sea hawks, but you won't get a nuisance permit for them either.
