The tomato would be a lot easier to transplant and safer for your lettuce. Bury the tomato up - or over - the bottom set of leaves, water it in, and it will come back just fine.

I don't think it is too crowded your tomato roots go deep, the lettuce is providing living mulch and will burn up and bolt anyway soon.
