It's my understanding that the saddle shape can make it harder for a chick to pip in the right spot, but if it's already internally pipped, I think it should be okay. Not much can be done except watch and wait.

But it's day 21 nothing happen no pip no chirp it's moving inside what should I do people suggesting to do safety hole but think it it's to early????

Sometimes they pip internally and don't survive for a multitude of reasons. I'd be concerned about opening up the incubator and risking other eggs you may have in-progress in there, but at this point, it comes down to a judgement call on your end. Day 21 is a rough guideline and sometimes they pip and rest a while -- it may continue to an external pip later. But if you feel the risks are acceptable, you can always make a safety hole if your gut is telling you to. Day 21 is still part of lockdown and you're not supposed to open your incubator at this point.
