One black sex link keeps pecking at all the others. WHY?

One black sex link keeps pecking at all the others. WHY? I have 44 chicks, all nearly 6 wks old. Only one does this. She pecks at them ALL. Then, when she gets a feather out of the deal, she eats it. Should I separate her, or allow this? I noticed it happening the past 2 days. Please advise.
