One hen not growing ?

We are 1st time chicken people. Recently we got 3 black silkies. One hen is full grown of unknown age. The other two were said to be approx. 8 and 10 months old. Of the two younger hens one is growing and the smaller seems to be staying the same smallish size. We've had them about a month.

The little chicken acts healthy. Her eyes are bright, she eats and drinks OK. I've checked all of them about once a week for any signs of parasites and found none. She follows me all around the yard in case I have treats to hand out.

Hoping to get some advice or reassurance here. Is this normal?
Is there something else I should be looking for with her? Is there a better food/treat that will help bulk her up?
Only had her a month but feeling attached to the little one, want to see her thrive.
 
My silkies are approximately 3 1/2 months old. They are slow growers as the other chickens I got at the same time are quite large compared to the silkies. I feed grower feed and give meal worms, oats, and cracked corn for treats. Although they are much slower growing mine appear very healthy and I have no worries. I do keep my silkies in with the younger chicks as they seem much happier. Best of luck.
