one month old midget whites fanning out

Have two midget whites born 4/15. Picked these two out after observing group and they were most mellow. Also dangled their legs when I picked them up. (I was trying to pick out girls). Does the fanning out mean they are both Toms or can both genders do this in this breed?

Hens will occasionally display, but I have only seen it in adults never in poults, so I would think you have 2 toms.
