One of my budgies doesn't trust me :( PLS HELP

So I have two budgies one male and one female. The female is younger and friendlier and she is already trained and stuff but the male still seems to have trouble trusting my hand and doesn't step on my finger with both feet like the female instead he puts one foot on the wall of the cage. He is way more cautious when I put my hand in. I have tried luring him onto my finger with some millet but he still won't come, I just want him to not be afraid of my hand just like the female. Any tips? I want to get him as trained as the female and I am willing to wait so please give me some tips on how I can make him less afraid.

Some birds are just shy in nature. Offering him treats such as spray millet by hand can help increase trust. Patience and persistence are the best things you can do when working with shy birds.
