One of my chickens pecking on the other, pecking order or bullying?

I incubated eggs in april and 10 chickens hatched 1st of may. I now have 6 pullets after I gave away the cockerels and one pullet.
The last cockerel were removed from the flock 2 weeks ago.
After I removed the last cockerels, I have observed that one of my chickens pecks one of the other in her head (I think it happens several times a day). Today the pullet that gets pecked in her head had a tiny injury on her comb. Other than that there have been no injuries or feather pecking. They eat and drink together in the morning also, and they share snacks etc.
I've read that bullying can be a result of boredom, but the pecking I've observed happens when they are free ranging, all the times except from one.
No one else pecks her than this one chicken. Also, when she gets pecked, she "screams" and run away. I feel so bad for her because she is my favourite chicken because she loves being on my lap.

Is it bullying and should I do something? I sprayed her with anti-pecking spray today, but I've done that before without any effect.
