Can you get chick starter? Or starter/grower? Even layer, at 5 weeks old, would be okay for them. You'd have to supplement them with boiled eggs (cheapest) or mealworms if you have them to increase the protein. Otherwise, chicken feeds are fine. Whenever I put my adult buttons on gamebird feed they stop laying, they like the lower protein feeds better.
I Try To Avoid Feed Difficulties When Possible But Have In The Past Used Gamebird Layer Feed And Supplimented With Soybean Meal To Boost Protien, It Worked Well As It Contained The Basics Gamebirds Need And The Protien Quail Need Or Like... Just An Idea.

Soybean Meal Is Usually Rated 48-50% Protien. Most Layer Feeds Are Around 15-18%. What You Hope To Provide Is Around 27-30% So A Little Less Than 2 To 1 Ratio For Final Mix.
