Oops? Possible fence height issue?

well, I timmed the wing feathers-one wing each-on my girls when I got hem. One RIR cross flew to 4 feet easily with the one wing clipped. To a wire dog pen edge. So I trimmed both wings on all girls....hopefully that does it because I want to let them free range, but I can't have them going in the neighbor's yards. The backyard fence is 5 feet.
 
My 19 week old RIR pullets will fly over my 5' fence if the cockerels are harassing them. They will sit on the board at the top. Even if they go over into the yard they stay around and try to find their way back inside the run. I just trim wing feathers on the ones that make it over. I haven't had one over in a couple of weeks and it used to happen every day.
