Optimal fencing

Howdy yall,
I'm currently am using 6 foot 2x4 welded fence. I'm looking to be getting two goats. That being said, what is the best fencing option for both

I use welded wire 3-4 feet with a strand of electric running on the inside to keep them from rubbing, and climbing on the fence.

I've heard that.... if your fence won't hold water, it won't hold goats
