ot Weird feathering???

I got three new chicks, they are now about 4 weeks old.I'm wondering about this one chick, she is pretty bare at the base of her wings, under her wings, she still has no tail feathers and under her belly. i know there starting to feather out now but she has had no tail feathers or fluff since i got her, same with the base of her wings I'v never had a chick with this problem before.so i'm just wondering what you all think, is this normal, will she grow out of it?

One of my Favorelle hens was like that! She out grew it and is beautiful now.She also was not as active as the others either and I worried about her for a while, but all turned out great!!
