Unless they are older with real feathers (not the fluffy stuff), I would only put them outside on very warm days, and then watch them. Don't put them out for long periods alone.

They can go outside at pretty much any age if the weather is warm. Of course, they need to be supervised at all times.

If they look too cold or too hot, take them in right away.
