Over preening or something else?

I have noticed over the past few days that the seem to be more feathers on the floor /enclosure than usual, why would this be? And is there something I can use to stop it happening before they get patchy and bald

It sounds like your chickens are starting to molt. Do any look a bit fuzzy or have missing feathers in a large area? Most lose their tail feathers first.

No, it’s mostly the chest and under the wings

Nearly 9 weeks Call ducks and 8 foot by 8 enclosure, but they have free run of the garden too

Sounds like a juvenile molt to me.
