overgrown beak

I have a rooster with a beak problem. The top part is growing way past the bottom part and curving down. Is this a big problem? The rooster seems to be able to eat and drink. Is it safe to clip the excess beak off? Thanks for any help you can offer.
 
you can clip or file (preferably with a dremel) it back to where it will meet up with the lower beak...providing a paver (cement) near the feeding station will often encourage the birds to "wipe " their beak on it effectively "filing " it...
