It probably would, and be fun to watch lol
The head was a wobble type that would move with a breeze, so it wasn't moving all the time. Just that it would give a hawk the idea more that it was alive if it changed.

I found it to be a worthless expense. The hawk didn't come back for 5 weeks..I moved the thing around religiously. The hawk took my favorite silkie literally right from under the owl's nose. It came back once again. I covered my run. Owl's aren't out in the daytime...I think the hawk was smarter than I.
