Owner responsibility???

If it's on the road then well it could be roadkill. I would stop if at all possible but at the same time I wouldn't risk my life to stop if per say a speeding car was on my tail that probably wouldn't be able to stop if I came to a sudden stop. She could be sued for damages her animals cause so I for one would fence them in. Same thing goes for a loose cow the owner could get sued for damages.

I had a guinea get hit on the road. It was not the drivers fault. I blame no one. I got the guinea's to free range and clear the yard of ticks. They have done a very good job.

My chickens also free range, they have yet to venture down the driveway/gravel road to the public road. I have seen them in the ditch by the railroad tracks.
