PARALYZED DUCK-HELP!

When I went outside to put the ducks in for the night , one of them was floating in their kiddie pool.Her chest was completely underwater , and her bill kept drooping into the water.Her wings were spread and hanging off her sides , and her tail feathers were spread and upright.When I touched her back , she made no move to scoot out of range like they usually do , so I lifted her out of the water and set her on a towel on my lap.Her legs were completely spread out , and even though she tried to flap her wings and get up , its like she couldn't control them.I've put her in a pet carrier in our garage , and she just lays there and tries to scrabble up , but as I mentioned she doesn't seem to have control of her legs.She also seems to have something in her throat , but when I opened her mouth I couldn't see anything.She shakes her head and tries to drink , but she can't get anything to go down.She can't tuck her wings into the usual place but she can halfheartedly flap them.There's also a place where some feathers seem to be chewed off , but no damage to the skin.

Do you guys know what it is?If so , what can I do about it?It might be botulism , but I wanted to hear from the experts how to help her.

Does she blink if you touch the corner of her eye? I recently read that with botulism they can't blink their nictitating membrane.
