Roosting bars at same height is great. Feed at a higher protein might help (such as an all flock or grower). Note in additives in water: always offer plain, fresh water in addition to water with any additives.
Pecking order: a laying bird is higher pecking order (usually) than a non-layer. This isn’t always true with a mixed age flock with older hens. But, in a batch of same age pullets, the layers rank higher and the not-yet-layers are going to be picked on at least a little bit as they are lower in the pecking order.
