Paty Butt or Yolk? Help

One of my chicks who just hatched yesterday the blood from the umbilical cord dried on his butt.. I carefully took a stop and warm water to try and get it off but no luck.. any help?

That looks like a piece of the cord itself,it just needs to fall off after a few days!
