Not understanding how to play this.

It's a backwards swap -- whoever is up posts what they're offering, then people submit their offers for "up" person's consideration. "Up" person gets 15 minutes max to pick an offer. Whoever's offer they pick, that person becomes "it". If in 15 minutes they haven't picked an offer, the "up" passes to the next chosen-by-random-number person, who is announced by CPL.
