I can't pay my owed PP until someone picks up the next offer.
I can't get cleared to claim again until I pay.
I seriously want to claim on the current offer that is just sitting there! But that's the one that must be picked up so I can pay my PP!

I would say just claim it and pay the paypal you owe.
