Peachick with hip problem

3 week old peachick with hip dislocation. I've tried hobbles to help but improvement has been minimal if any. Open to any advice or does it need to be culled?

That could be a twisted tibia, a leg bone deformity common in chickens. Unfortunately for most leg bone deformities, there is no cure. Here are 2 articles with info:
