I have a Peahen that hatched for chicks last night. She’s on a nest approximately 3 foot off the ground. Should I move her and the chicks to a nest on the ground and put out water and starter feed that the chicks can reach? Also two mature males in the same general area, will they intentionally do harm to the baby chicks?

Welcome to BackYard Chickens! We're glad that you popped in and joined us, and we hope that you enjoy your stay.
I would bring them down in case one of the chicks falls and can't flutter back up to its mother. Always have feed and water accessible to your birds, no matter how young or old your birds are, and especially with a mother and babies. I don't know how peacocks tend to treat other chicks, but I would personally try to separate the mother and babies from the males, just in case.
Good luck with your birds, and may God bless you.
