peahen will not set on eggs

I have a 2 year old peahen who has laid 13 eggs within the last several weeks. I have left them alone. She has them all in one place undercover. During the night she repositions them and covers a few up with straw but does not ever set on them. What do you think the problem is? Are the eggs still good? The nights have gotten down in the 40's. I do have a peacock in with her so I am sure that they are fertile.
Any suggestions would be appreciated.

Most of us will set our eggs within seven days, after ten days the viability starts going down. I would mark the four newest eggs with a permanent marker and put the rest in the incubator and see if they start to develop.
