This 4 and a half week old chick has been pecked at its new pin feathers several times and I have had to isolate her twice now. She was what seemed to be healed for the past several days but today I found her with blood on her tail feathers again. This time that I have separated her though (about an hour ago) I notice her occasionally breathing from her mouth. She is up and moving around at the moment but it freaked me out.

I want to note that they aren't on a heat source anymore, and the room isn't too hot.

Not sure if you meant to include a pic. Panting means hot so if not hot, that's not normal. If not hot, do they have the space that they need? They should not be pecking each other like this unless they're cramped together. Can you put some blue kote on the wound to make sure it's not red. You can put her back with flockmates if they don't see Red. But definitely solve for space first.

There are 9 of them and they have 6 x 3 x 2 feet of space and plenty of roosting options and a little room they can go in and jump on top of in their brooder as well as a couple mirrors. And I throw some cut up cucumber or clover from outside every couple of days. All of them are don't hurt each other like this typically. It was just this one's pin feather got pecked one day and it bled and I've been having to keep her separated in her own pen next to theirs. After she healed up (or so I thought) she was fine for 2 days with them again until today the wound reopened.

I looked up also that the panting could have been from stress but maybe panting is the wrong word? She just had her mouth open a couple times and now shes currently digging around and eating and drinking. I don't want to overlook anything though.

She has electrolytes now too, and I sprayed Vetericyn and Neosporin was applied (not the pain relief kind)
