Pecking at feet

One of my hens is pecking the feet of the other hens until they are bloody. Maybe boredom as their range is limited because of the snow. Any suggestions to stop this behavior??

Put a head of cabbage or Flock Block out for them to try to help with boredom.
You may need to isolate the mean one for a few days just so she loses her position at the top of the pecking order.
