By the looks of the damage to your hens, this is ongoing behavior. It didn't just start. More space or less chickens are needed to eliminate the problem. Adding more chickens, roosters or not will only add to the problem. Hiding places, roughage, or added protein may help lessen the situation since the birds are probably bored, but will most likely not serve as a solution. Good luck at resolving this before more serious behaviors develop.
