pecky chick

Hello everyone!
Today I received my pheasant chicks in the mail. 11 in all. I have been watching them on and off since receiving them and noticed there is one going around to the others and pecking them, holding on and shaking like a dog would do with its toy. the others could be sleeping eating drinking or just chilling and bam he gets them. Is this normal? should I be concerned? what can I do to stop it?
