Peeping young pullet

Hi, hope someone can advise. I am so worried about this little chicken.

In August, I bought 10 day-old cuckoo maran pullets and put them under a broody hen. She accepted them and has been a great mom - in fact, another hen has joined her and they take care of the babies together.

One of the babies is a lot smaller than the others. All of the chickens sleep on a big perch now, but this little one doesn't seem to know how to get onto it. When I got to shut them inside, she is always sitting alone on the side of a nest box and peeping, so I put her up on the perch with the others but she keeps peeping.

Today, all of the chickens were outside sitting in the sun and I heard peeping. I thought she might be in trouble so I ran outside. She was there, tucked mom's wing, peeping continuously.
Why does she do that? Is there something wrong? I don't think she is being bullied and she eats well.

I have had one occasionally like that. They tend to grow into the more assertive hens at least in my experience.
