Pekin duck hatched without a top bill

I incubated and hatched my first duck egg and the duckling was born without a top bill. The bill is gone below its nostrils and his tongue is exposed. One wing looks a bit smaller as well. Beyond that he seems fine. He has started drinking and we have wet his food to make it mushy. Has anyone experienced this? Is it genetic or an issue with incubation? Any advise on how to assist him?

I would say genetic. Not turning or heat shouldn't cause that issue, and all the nutrients are within the egg yolk, so I guess nutrients could be an issue.
 
Incredibly hard to say....temp spikes at a critical time...low humidity so the embryo sticks at a critical time....genetics....toxins...egg missing a critical element....hard to say.

Where are you, high levels of selenium can cause that.
