From other threads I've seen, compared with those pictures, I'm thinking it's likely slipped tendons"f the tendons are slipped in both legs, the bird will stand & walk hunched down / squatting on its hocks ("elbows"), and may use its wings for balance."

If you feel down the backs of the legs, does it feel flat? Can you locate the tendons?

No they cantThat’s what you need to do is compare this one’s legs to one of the other duckling. Can the legs be straightened?
