Pekin problem? I hope not!

I didn't get them quacking but here's a video of the one holding the other down and pulling at it's neck feathers. I can't figure out why they are doing this. It looks like the one being "bullied" has no choice but to endure it.

Sorry it's so blurry. I had to go full zoom bc if I walk up they will disperse and I wanted to get the video so you guys could see.
