I would like to start feeding pellets to hopefully reduce some waste. Would the pellet size be small enough for full grown bantem to eat as well?
 
Pellet sizes may perhaps be different from area to area, but in general they were 'designed' for Large Fowl (LF) and are sized accordingly. Smaller birds have been able to eat them… so yes I suppose you could offer them pellets.

If I only had Banty birds, I believe that I would offer crumbles, mash and last pellets. Try them and see how your birds do with them. The feed is mostly all the same, except the shape it is fed as, mash, crumbles, or pellets. If your birds can get at the feed to scratch at it or bill it you will still experience wasted feed.
