Seems like I saw where propagation permit is not needed for pheasant in KY but always best to check like Tony says. It's pretty easy to look it up online for most states.
 
I got mine in ma. It cost 25 bucks they came and banded and tested my birds for free the only inconvenience was handling of the birds but now I'm NPIP certified
