Permits for quail in oklahoma

We are thinking about starting to raise quail. we use to raise chickens and enjoyed it. We were wondering if you need a permit to sell quail eggs or quail meat and if you need one to raise them in both oklahoma or missouri. we live on a 180 acre farm. thank you.
