Perosis in just one turkey in flock

As the title says, one of my 4 Narragansett has a deformed leg. I have them on turkey 28% protein food, so it is not malnutrition. I have 8 heritage turkeys in total and only one is showing this issue. Is there anything I can do - just massage? What is the best way to bandage this up? I am unsure of how to approach this and feel awful that I didn't notice it sooner. They're from a mass hatchery and there were a major amount of issues with the flock.
 
How fresh is your ration? Sometimes the feed is older and the vitamins start to degrade.

It's generally recommended to cull if it's severe. Mild cases may respond to vitamins, particularly B vitamins, and manganese, but it probably won't fix it, but just keep it from getting worse.
