Pet button quail and npip

I want to sell button quail for pets, not to be part of a farm flock. Do I still need npip?
If you are selling them locally and your state is not one of the few that requires NPIP for local sales, you will not need NPIP.

If you want to sell them across state lines, you will need to adhere to the regulations of your state and the state that your are shipping them to. This will pretty much guarantee that you need to have NPIP to sell them legally.

Advertising them as pets for interstate sales can also cause the requirement to meet certain Federal guidelines that are above and beyond and much more restrictive than poultry laws. At least one site that sells turkeys asks prospective buyers whether they are purchasing the turkeys as poultry or pets. If the buyer chooses pets, they will not make the sale because of the extra Federal requirements.
