Do I need a permit to sell live quail chicks and fertile eggs for eating or hatching in NC? They’re Coturnix quail, and it would be a rather small operation.

Did you ask in your state group? Someone there may know. Otherwise, there's a phone number on your county site: https://www.richmondnc.com/27/Departments I'd just call and ask who you should speak to about it.

You'd also have to check with your state's Ag Dept about NPIP rules in NC. Here, we need nothing to sell eggs or chicks/chickens from home, but every state is different.
