Pheasants about 3 weeks old I do believe... Heat lamp?

I have had a heat lamp on them up until today, they are still in the house and it stays about 70 in the house all day maybe drops down to 60 but rarely. Is it okay to leave them without a heat lamp?
 
I always let any birds we are brooding tell me what the temp should be. Like JJMR said, if they huddle together or directly under the light they are cold and if they are on the outer edges they are hot. I start with a heat lamp at first hatch and raise it every couple days, then switch to a 100 watt light bulb and do the same thing.
