I use pixlr.com there is a tool called smudge and you just wipe it across the picture and it does that. Others could tell you better then me. I am still learning how to do it.

How do you get a photo from your desktop on here, though?
 
I think >click open photo editor and then> open image from computer ,,,,and folder should open up and you will see pictures from desktop. See if that works.
 
at the top of this page there is a blue line that says a bunch of stuff like messages tec. One is uploads and click on that and then do what I told you after that the pictures from your computer desktop should pop right up when you click browse you will see it in uploads
