Picked on Girl

I have 4 Rhode Island Reds. One was getting picked on horribly. She began missing feathers and had some redness on her head. I decided to build an extra pen and kept the picked on one there. She desperately tries to dig her way back to the other side. When I let them free range the 3 have very little interaction with the picked on one. Oddly the picked on one will chase one of the other ones.

The hen is almost completely healed and I'd like to put them all back together. It would be a shame if this was a permanent situation. But, I really think the one has become more ostracized than ever. I think if I ut them back together thing will just be the same.

Any ideas how to remedy this?
 
Putting in a single bird, is a hard sell, putting a pair in, works better. Maybe pull one of the three apart, and put her with the lone bird? Wait a week or two, and put in the pair.
