If you're getting chicks, and not another species: Paper towels for the first 3 days, then pine shavings. You want to make sure that it's not slippery for them, because that can lead to splayed leg. Pine shavings and paper towels are both easy to clean and absorb moisture very well.
 
I had a similar set up with my chicks recently and used the quilted puppy pads, they did not slip and this was super easy cleanup and also absorb any spills from the water. Also if you are brooding them in your home as I did, the shavings create quite a bit of dust! If it’s traditional wire dog kennel you may want to put some cardboard a few inches up the sides to protect them from drafts in the beginning anyway until they get a bit bigger.😊
