Some ducks are idffernt than others. Mine arent growing as fast either.
 
mine were on a 30% game bird starter ration for the first 6 weeks, now they are on a 19% protein flight conditioner.

It could be the genetics in the breeding stock. Mine come from a breeder who specializes in providing birds for hunting preserves so they develop quickly. Maybe they are closer genetically to wild mallards?

Just found it interesting.

Yeah, I've read where it's better to feed a lower protein level to domestic ducks to prevent angel wing.

well they dont fly yet so does that mean they aren't mallards?
