Pigeon acting strange

I have two fantail pigeons, and this white sort of dappled one is usually terrified of people but as of today he seems out of it. He usually runs to the other end of the cage when I'm anywhere nearby, but today I can pet and hold him with absolutely no fight. I even flick my fingers around in front of his eyes and get next to zero reaction. I don't know if I can rule out sudden blindness, as I'm still new to owning pigeons. His weight is a little down but his appetite is up and he ate and drank earlier before I went to work, so his eyesight seemed just fine at that point. Plus if it were blindness, wouldn't he still have sudden negative reactions towards being touched by nothingness? He's normally a very skittish bird.

I took video of how he's acting for a better idea of how this looks.

I would be suspicious also that is not normal. It may have ingested something to make him docile. Maybe mice droppings some times that can kill a pigeon. It may have worms. The bird seems bright and alert. I would put a teaspoon of apple cider vinegar per quart in his water.

Do you know how old the bird is?

The cage they were in would've been impossible for a mouse or rat to climb up I believe, and the other pigeon is perfectly fine. They did have mites at one time when I let them outside for a bit, but that was a couple weeks ago and I already dusted them out. Blindness isn't it for sure. Just ruled that out by sticking food in front of his face again and letting him eat. I wonder if he may just be a little malnourished. Considering his weight is down and I know the other to be a bully who likes to push him off perches. I'll be keeping a closer eye on them and separate them if need be. I'll also give that apple cider vinegar a shot to be on the safe side.
