Is this the beginning stage of niacin deficiency?? She's pretty much been like this since I got her 4 weeks ago, and hasn't gotten worse or better. I do put brewer's yeast (I know, not the top choice for niacin supplement but I happened to have some leftover from when my son was breastfed) in the food. Ideas??

I will go ahead and says that's not normal. What are you feeding her, what brand of brewers yeast are you supplementing her with, and at what dose?

I would probably start the treatment in this thread, as since she's a Pekin that's the most likely cause to. A video of her walking might be good though.

I feed her Purina Flock Raiser. I've been using this brewer's yeast, and now that I actually look at the nutrition facts, I see no trace of niacin anywhere :(:

I've also just been sprinkling it on top of their bowl of food twice a day because I had read somewhere to do that, but now I'm seeing that was a silly idea and I'm ashamed! Lol Off hand, I have one video from 6 days ago. It's not the best, and she's halfway across the yard, but I'll go ahead and post it until I can get a better one sometime today:

 
That is weird, I couldn't find the niacin content either. Besides the point, I would probably switch out the yeast for nutritional yeast which tends to taste better and has more niacin per spoon. In addition, I would add a supplemental source of niacin to her diet to cure her current problem.

I managed to get a closer video, and I slowed it down to try and make it easier to see how her feet point inwards even as she walks.
