pinioned mandarins

I bought a trio of mandarins last week and have come to the conclusion they might be pinioned. They can only fly about a foot off the ground and do it lraning to one side. Trying to let them settle in. My question is for breeding, should I put their nesting boxes on the ground or a foot off the ground or regular height?

For pinioned Mandarins (mine are) the nestbox should be about 1' - 2' off the ground with a ramp.
