pipped but membrane looks tan/dry

I have 4 pekin duck eggs that are on day 31, two have pipped at wrong end and one (let's call him bubbles) of the two has a VERY dry membrane. Humidity is at 79-81% and temperature is at 98-99.5. The other egg, Hazel, (who has pipped through the air sac) membrane also looks tan and dry, it looks like she has a hard time trying to break the membrane so I helped her out with that but have not done anything else. This is my only second time hatching eggs and I REALLY want these two to live.

the other two eggs have pipped, one you can kind of see the membrane and on the other it pipped yesterday but you can't see the membrane yet.

when should I intervene? on bubbles, I looked at the inside of the membrane and saw veins but they looked lumpy (but he is at the wrong end too) this is him
