Plamodon's Electric Brooder - Advice Needed

I just built one of these brooders using Mr. Plamondon's plans from his book. In the book, it calls for 250W total to start. I've got a 250W red heat lamp and one 125W white heat lamp. It's been on for a few hours but it doesn't seem as if the temp is going to reach anywhere near 90 degrees - right now it's only 50 degrees. Does it take longer to warm up the space or should I swap the 125W lamp with a 250W lamp for a total of 500W?

The brooder is 3' x 4' and is inside a 10' x 16' coop modeled after a wood's style open front design. The entire front is wire. There is a couple of inches of wood chips on the floor and the brooder is place towards the back of the 5' of the coop.

Does anyone have any experience with one of these brooders that can offer some advice / guidance.
