Please advise

Oh my gosh no! Don't debeak the poor buggers! Animals that have the proper amount of space shouldn't peck the tar out of each other like yours seem to be doing. Though it could be one or two overly aggressive birds. If that's the case, catch the culprit and remove them from the flock. Cover the bleeding wounds with something, otherwise the other birds with continue to peck at the red blotch on the back of the wounded birds. Quail are prone to being cannibalistic, from what I've read so if you don't cover their wounds or remove them to let them heal, the other birds will continue to peck at it.
 
I'd also like to add that if you do end up debeaking them you will need to increase the depth of the food you provide because you are removing their ability to hold food in their mouths properly. The food dish will need to have at least 3/4" of food so they can scoop it out because they will no longer be able to peck.

Again the real solution to your problem is fixing the ratio of hens to roosters and giving them at least one square foot per bird.
 
The real solution to aggression is proper space and ratio's. Debeaking is not a human solution and does not change attitudes. If you offer them proper housing, remove birds that have a screw loose, you will never have aggression problems.
